The regular meeting of the Association of Crestview Park Homeowners Association was called to order at 6:00 PM on October 05, 2024, at Crestview Park Pavillion by Michelle Struck.
I. Approval of Agenda
The agenda for the meeting was distributed and approved.
II. Introduction of Board Members

Validation Of Quorum of The Owners

Minimum of 29 members for a formal meeting. Quorum for formal meeting not met. Informal meeting held in place.
2024 Year in Review - Michelle Struck, President
New board took over 4/13/2024. Access to account given May 10th. Only $1,476.73 in the accounts at that time. Quotes for 10 parks (16.84 acres) gravely exceeded what the association could afford. Big Chiefs Lawn care hired (June 3rd - August 21st) because of an initial $600 quote. Was raised to $900 after reevaluation of the acreage. Beginning in August under contract, board member Josh Dohse has been maintaining upkeep of parks at $500 per cut/$10 garbage bin.
2024 Fall Cleanup Michelle Struck, President
Fall Clean up with Racine Volunteer Corp has been changed to May 3, 2025 9AM-12PM (tentatively). This will be to clean up certain areas of the park that were used as excess yard waste by the neighborhood.
2025 Landscaping/maintenance Goals and Beyond. Michelle Struck, President.
Racine Volunteer Corp come more than once a year to help especially in inaccessible areas for zero-turn lawnmower.
Two board members will maintain the parks lawn care.
Obstacles that make it difficult for the zero-turn to get to will be addressed in future meetings.
The board is considering getting a garbage bin to be located at the shed for cleanup. John’s Disposal has quoted a price of $75 per year.
Josh Dohse addressed attendees - Maintenance on zero turn lawn mower will be needed for next spring to be more efficient.
Improvement Of Parks - Michelle Struck, President
Determining playground equipment that is usable or unusable for areas currently in. Volunteers from the neighborhood to help maintain the parks. We’re looking to place a permanent drop-in mailbox on the shed door to drop checks off Community Garden such as flower garden, fruit/vegetable garden or “fruit” trees.
2025 Association Community Events - Michelle Struck, President & Tabatha Morris, Vice President.
The board is planning on hosting another neighborhood rummage sale in September 2025. There’s been discussion of bringing the association together for a BBQ or any type of event that the neighborhood can come together.
Financial Review of Past Three Years - Michelle Struck, President.
Breakdown of fees, beginning and ending yearly balances, deposits, checks made to Bill VanOfferen, WE Energies and net profit were shared. Located in the Financials menu.

2025 Budget Review - Michelle Struck, President
New Dues: $77.25 Minimum ($22,402.50 with 290 homeowners)
Average WE Energies: $2,485 per year
Insurance: $1089 per year
Offices supplies/Mailing Average: $500 per year
PO Box: $182 per year
Total fixed costs: $4, 256 per year
$22,402.50 fixed costs ($4, 256.00) = $18, 146.50 mowing budget
Park mowing budget break down:
Park 1: $100 each cut Park 2: $50 each cut
Park 3, 4, 6: $200 each cut
Park 7, 8, 9: $300 each cut
Park 10: Currently being cut by neighborhood volunteer
Park lawn mowing total: $725 each cut or $700 if volunteer continues.
